About PHAEMA
PHAEMA (Property Holding and Estate Management Application) is free and open-source software, licensed under the GNU Affero General Public License v3. Councils can run it themselves or use a hosted service, and can share improvements with each other.
Open standards
- Locations use the British National Grid (EPSG:27700) and store boundaries in standard GIS formats.
- Properties are identified by UPRN and USRN, so PHAEMA links to the council's GIS and gazetteer.
- Data can be exported to Excel and CSV at any time, and reached through a documented API.
- Maps use OpenStreetMap and, with the council's key, Ordnance Survey data under the Public Sector Geospatial Agreement.
Your data
PHAEMA is designed to be hosted in the UK or EU, by the council itself or by a hosting provider. The data belongs to the council and is not shared with anyone else. Photos have their location data removed when they are uploaded, and documents can only be opened by signed-in users.
Demonstration data
Training and test copies of PHAEMA may hold demonstration data for two fictional districts, Exampleton and Northfield. All of it is made up: references start with DM- or DL- (Northfield's are DM-N and DL-05), postcodes start ZZ99 or ZZ98 and phone numbers are from the range set aside for drama.
